Creates wall tops from other walls and top spots
INPUTS
walls : walls that you want to add onto
spots : 3D points that describe the top elevation of tops of wall
spot tol : Distance tolerance between input walls faces and spot in plan to determine spot matching. Default >> 0.4ft
OUTPUTS
<W> : Wall Instances
curves : Curves for quickly previewing the walls. Use draw wall for masses etc
