Add Plants Constrained
Add plants to a planting area if all rules and parameters are met
INPUTS
<A> : Area to add plants to
<E> : Environment with needed layers to apply niche constraints and rules.
<P> : Plants to add
locs : Optional plant locations if plants do not have them. Not needed if plants have a location
fixed : Whether plants will remain fixed during area packing. Default = False
constrained : Whether plants will be constrained by niches. Default = True.
OUTPUTS
<A> : Area with added plants that are fixed
invalid : invalid plant locations
